I think it's basically a poetic synonym for ribbon and is invoking the notion of a chivalrous quest. It was given at a time when L/L, especially Don, was really struggling and was, I believe, an attempt by Ra to cheer them up and put their feet back on the path. It's one of my favorite quotes.
