edit: I just finished watching the Alternative 3 program...I actually thought it was a bit sketchy, the sound was not good, and the story was not fleshed out to include some of the most important aspects of the plot. The book is much more engaging and fulfilling, plus it reads like a good mystery, except imo, it's all pretty much accurate and true - that there is a life-sustaining atmosphere on Mars, that the US/USSR collaborated on establishing a viable colony on Mars, and that hundreds, perhaps thousands of individuals and groups have been abducted to work there against their will.

It seems the elite controllers had agreed with some leading scientists that the Earth could not sustain the intense industrial activity on its surface (primarily the greenhouse effect). So they came up with three options:

Alternative One: punch a hole in the stratosphere to allow the gases to escape
Alternative Two: establish colonies deep underground
Alternative Three: establish colonies on the moon and Mars

The first alternative has, apparently, been tried, judging by the huge hole in the ozone layer. Eventually they decided that this option was not effective and perhaps dangerous.
The second alternative was also initiated and continues unabated today. We can be quite certain that there are vast underground cities capable of harboring relatively normal existence indefinitely.
And alternative three was also seized upon - why not? they already had a viable secret space program underway and no doubt colonies were already on their minds....

It's a fascinating yet sordid tale - it's one more example of the ruthless mindset of men who believe they have the right to rule the world. But their time is almost over and they know it. They are the ones who will be banished to some god-forsaken rock in space where they'll have centuries to contemplate their miserable fate.
