For what it's worth, I noticed these when I was a kid. They are white and zip around in your vision. As you say, they're best seen when looking up at the sky because it provides an illuminated background, and it allows your vision to become unfocused. You would only ever notice them by accident or concentration. They seem to be a natural effect of the optical system.
