Such an act would be a different kind of phenomenon, and actually is something my Mom has done before. "Magic", or more appropriately energy, can actually be directed to be output and pretty much any point in the body. Alternately, the mind can engage the environment to activate energies within it, so there is no need for the application of external energy. Such as in the case with the candle, you would ignite the potential of the flame.
