Is there a need for death in fourth density?

I find it a bit hard to decode this, but I will give it a biased try.

Thus fourth-density experience may be begun with the added attraction, to an entity oriented towards service to others, of dwelling in a troubled third-density environment and offering its love and compassion." - Law of One 63.14

The text "fourth-density experience may be begun with the added attraction" could possibly mean entering fourth density directly from a third density body without having to die first.
