Most Scandinavians speak better English than we do. They start studying it in school in the 2nd grade.
"Best place to live" is a subjective judgement; it depends upon what one desires.
I haven't been to Sweden or Norway, but I have traveled widely in Denmark, and I lodged with Danish families while I was there, so I have a good exposure to the place. It had a lot to recommend it...clean, safe, and orderly...but I found the general culture, and particularly the food, to be very bland. Life there would be boring for me.
Of the places I have traveled, the country that impressed me the most, with its quality of life, was New Zealand. That is about as close to paradise as one will find here in 3rd-density. Unfortunately it's now rather difficult to emigrate there, except for the very wealthy, or (ironically) for unacculturable south-pacific Islanders (who, according to my Kiwi friends, accounted for most of the crime in an otherwise crime-free state). New Zealand is the only place to which I would consider relocating from my current home.
