The light quarantine which consists of the Guardians, or gardeners as you may call them, which would have been in effect thus was intensified.

Does this mean the quarantine would have already existed, just not as strictly? Can we assume all 3rd density planets are quarantined to an extent?

Yes to both of your questions. As I interpret that quote and speculate, I feel that the presence of gardeners would be a default setting, or a tried and tested form of service. I think the metaphor "gardeners" lends us some clues here. I therefore feel we can safely assume that. I think our Jim might be able to offer a deeper insight here considering his love affair with 2nd density arrangements.

The approximate percentage is five four, fifty-four [54] percent.

Given Ra’s earlier statement in this session, is it then logical to assume that 54% of entities incarnating have activated green ray?

My analysis is that 54% have past incarnate experience of activated green ray and so are programming their own life plans. I don't think it is safe to assume that this 54% have reactivated their green energy centre in this present incarnation. Also, I suspect that a portion of that 54% are wanderers, perhaps even a significant portion?

The orientation of these entities was such that the aid of the Confederation was not perceived.

How might this aid of sending love and light be perceived?

I would say a sense of calm or a relief from mental tension. I say this because this is my immediate type of service in my own home. I cannot change the imagined fears that my beloved partner experiences, but I can create a safe and loving atmosphere within the home that is conducive to learning the nature of such fears.

Many years ago, a few weeks after quitting drugs cold turkey style (including cigarettes), I followed my intuition against all rational logic and found myself in a room full of smoke. The hygiene in the room was equally contaminated, however this was where my brother was situated at the time and I had a strong impulse to go and visit him. I started to rabbit on about my new found spiritual perspective and was met with confused and worried expressions (There were approximately 6 people in the room). This in turn confused me because I knew I was supposed to be there, just not why. The smoke in the air was taking it's toll on me and I could feel the blood in me rushing to my head, my shoulders and neck too began to cramp up. A guy who I had never met before was sitting in the corner, legs crossed and in the middle of rolling a joint. He stopped what he was doing and motioned with both of his hands, as if he was wafting air towards me. Immediately I felt the blood in my head dissipate and the increasing cramping disappear. Startled, I asked him what he had just done! He simply replied "sent you love". I immediately started to chat with him as he was the only one in the room who didn't seem baffled by my jargon. I asked him "what just happened to me?", he replied "Your going through detox and reacting to the smoke. You need to read the ninth insight." "What's that?" I said. "It's a book called The Celestine Prophecy by James Redfield. I have a copy you can borrow"

So that's the backdrop to my first conscious experience of receiving love, and the only reference point that I can call on in which to approach your query of how it might be perceived.

As an aside, At the first opportunity I tried this "sending love" in a supermarket on an unsuspecting lady. I imagined I had a bowling ball of love and rolled it towards her, but that's another story
