In my understanding of things, the kundalini happens naturally. It is already being tapped and expressed relative to our current level of development. The 'light' that comes down from above is already being attracted by our seeking and our thought forms, and these things are being animated and being brought to life in our consciousness automatically.
if you want to get an idea of where someone's kundalini is, or where their personal imbalances are, you can ask them a few things -
a) what is your relationship to your family like? your mother? your father? your brother/sister?
b) what do your work colleagues think of you?
c) what are the things that worry you day-to-day, week-to-week? what are the major dramas or issues that set you off?
d) how do you relate to your ex'es/past romantic partners? is there still animosity/dislike, or do you feel you learnt something deep from the breakups?
This is not a guaranteed method, of course, but over time you can get a feel for where people are, and what their level of seeking is.
