You may have inadvertently combined two separate statements.  The Confederation is described as being comprised of 500 planetary consciousnesses.  It is working with (i.e., helping) 7 of what we call star systems.  I don't see Ra saying that 500 planetary consciousnesses  originate from 7 star systems.

That's one logical interpretation; that is, confederation is located in -and inhabits- -let's say- around 50 star systems and 500 planets. It "works with the planetary spheres of other 7 star systems, and is responsible for the callings of the densities of these 7 star systems".

However, the problem with this interpretation/explanation might be that; how come the confederation does not work with the planetary systems of their own star systems (i.e. 50 confederation star sytstems) and is not responsible from the callings of the densities of those 50 star systems.

Therefore, the above interpretation was not combining two separate statements, but inferring one from the other.
