Gemini Wolf, it would maybe be useful to view this story outside of yourself. It seems you are just placing yourself in the position of the man, but instead perhaps try letting the man be yourself. Remember, this individual might only just be becoming self-aware, he may not be conscious enough to choose his own destination, and he also may not have incurred enough weight and pain in his life to need rest or direct review, maybe he had a relatively peaceful life. Just offering this as an alternative way to view possibilities of the afterlife.
It also reveals precisely what is important to you - self direction and making one's own choice.
Also, if you ask me, if your conclusion at death is "I never want to come back", I get the feeling you will probably have to come back because you have missed something.
