I think that the earth only has hollow patches here and there inhabited by humans, not actually being hollow. I visualize many different societies in patches of the inside of the earth. For instance like in the movie "the Island" where people live underground and are told that the surface is uninhabitable because of a virus that has killed off all humans. It makes them want to stay.
I also think that membership in the galactic confederation is available to humanity in 3rd density if we were to spiritually evolve to a level where we pose no threat to each other.

Yes that sounds right. Hollow, but chambered. Based on concentric rings. This allows for the sub-division of the Octave. There are many layers. Those of higher density may traverse these 'worlds' as they desire, for the good of all.
On reflection the earth as 3D school has total free will. This is rare. Maybe a 3D civilization could become members but then there would be a restriction of free will for that planet.
