Yeah I didn't particularly see it as dictionary understanding of the term either, context wise. To me the 'understanding' here points to the inherent qualities of limitation (And the resulting experiential perception) the 3rd Density vibration provides, and as a result not being able to 'know' the fundamental LOO principles in any truly meaningful context. One example being the experience of 'Oneness', which isn't possible whilst submerged in 3D I would have thought.

That being said, there is the trap where one uses Ra's quote in a manner to justify complacency, in that "Oh well we can't understand so what's the point", so discernment needs to be made.
