Just looks like an albino to me. In cases of severe albinism a person's eyes can appear red, pink or purple because the iris lacks pigment and the blood vessels beneath become visible (which usually leads to major light sensitivity/vision problems).
The only thing that looks a little weird is the nose, but with that lighting it's hard to even properly discern the shape. I would be like "Oh, look at that wide forehead and big eyes...totally not human!" except that I share similar features in that regard. :p
I don't know nearly enough about this individual or the situation in which this picture was taken to give any clear opinion (there are supposedly plenty of near-human species out there, not to mention extra-dimensional beings and whatnot), but I'm not going to assume it's inhuman just because of a lack of melanin.
The emotional energy I get from the picture is that of sorrow, and perhaps wistfulness. The overall energetic composition is somewhat unusual, but I've seen far stranger things in certain humans.
