You dont want to push the guntrade into the hands of the same people who already handle the military(some estimate around half to 1/4th of military end up in gangs), sex (prostitution), drugs, for many the social order and healthcare and societal structure (millions of participants.) If you push these people to be the one semi-legitimate form of gun trade, you'll have pushed everything except heavy industry trading to the gangs and to that the shadow gov.
