She/he has her ascendent in Capricorn OR the planet Saturn (ruler of Capricorn) makes a close conjunction to (touches) her ascedent 4) Because of major rulerships, aspects, and other influences like weight of mutable/fixed/cardinal and earth/water/fire/air. 5) Because people change/develop spiritually You also have to consider where someone is at in their spiritual development. An astrological chart is fluid, in that the interpretation of your chart will change as you grow up. Some influences become stronger, and others will lessen. If you are between 28-30 years old or between 58-60 years old, you may have your Saturn in Scorpio, then you're going through a Saturn Return.
