I think you are on the right track. The negative harvest aspect was only for their own soul group. 'They' had to be a negative as possible so as to facilitate their own 95% negative harvest.
The belief of Luciferians was that they would complete their mission on earth (providing the negative polarity for our 'use'), harvest themselves into a 4d negative world of their own creation (taking an 'extented family' with them, where they would complete a further cycle in order to 'work off' the karma they accumulated during the earth cycles - literally to 'feel' the effects of their negative actions.

This however has transpired to be a myth. A story.
The oppertunity to join a positive Harvest at the end of 3rd density has swayed many away from their initial goal because the negativity becomes just too difficult to maintain due to 4d+ instreamings.
So yes the Lucifer Group has been in control from the word go (or at least going back a long time in our history) but this has been the catalyst for population to use as desired.
What do you do in the face of negativity?
